Answer to Question 1

It is in series with the contactor coil C. When the pressure drops below its set point it breaks the circuit to the contactor coil, turning off the compressor.

Answer to Question 2

The NO cooling relay contacts on line 14 close to energize the outdoor fan contactor.
The outdoor fan contactor NO contacts on line 5 close to energize outdoor fan motor 1.
The outdoor fan contactor NO contacts on line 8 close. If the high pressure control closes, outdoor fan motor 2 will energize.
The NO cooling relay contacts on line 12 close to energize the compressor contactor.
The compressor contactor closes to energize the compressor.
