Answer to Question 1

To test a capacitor using an ohmmeter: Remove the capacitor from the circuit.

Discharge capacitor with a bleed resistor or a volt meter.
Set an ohmmeter to its lowest scale. Zero the ohmmeter

Answer to Question 2

To test a potential relay using an ohmmeter: Remove the relay from the circuit.
Set an ohmmeter to high scale. Zero the ohmmeter (if using an analog). Place the ohmmeter leads on the 2 and 5 terminals of the relay.
If the ohmmeter reads a high resistance
