Answer to Question 1

A schedule had been prepared for the project on which a scheduling dispute
arose, but the Board of Contract Appeals was not impressed. Failing to show
interrelationships on the schedule (similar to a bar chart), the contractor was unable to
make a compelling case to convince the Board.

Answer to Question 2

The first schedule developed for a project is often referred to as the as
planned schedule. It is ostensibly a portrayal of the way task performance was originally
envisioned. If this schedule is realistic, this is certainly a valid schedule against which to
make comparisons. The assumption is that the information is accurate. To be of value in
defending a delay claim, the schedule must bear a reasonable relationship to the events
that would likely have taken place had construction progressed as planned.
