The United States Treasury Department has the right to approve the sureties that are used on government construction projects.

Answer to Question 2

On private contracts stop notices could be filed by contractors, subcontractors, or suppliers and on government projects subcontractors and suppliers may file them. Stop notices are filed in order to have funds withheld either by the lending institution or the government in the amount indicated in a written request to cover services rendered or materials.
