It is important for engineers to understand the ramifications of signing confidentiality statements because they are legally obligated to adhere to the terms stated in the confidentiality statements they sign while they are employed and for whatever time frame is stated in the confidentiality statements.

Answer to Question 2

It would be hard for engineering professionals to be regulated by government officials rather than members of their owner profession because government officials might not have the engineering expertise that is required in order to be able to determine whether an engineer is not adequately performing their work or behaving in an unsafe or unethical manner.
