How does a citizen know when they are hiring someone whether they are legally qualified to perform engineering services or not?

Answer to Question 1

In order for lay people to know whether they are hiring someone that is legally qualified to perform engineering services engineers should be licensed by their state Board of Professional Registration or be a graduate of an Accreditation Board for Engineering and Technology certified engineering degree program.

Answer to Question 2

An engineer should blow the whistle when they discover illegal or unethical behavior within their organization by first reporting it to their immediate supervisor and if the issue in not resolved at that level they should report it up the chain of command. If no one in a position of authority is responsive to the complaint then the engineer could report it to an ombudsman's office if there is one within the firm. If no one within the firm is willing to address the issue then the whistle blower could call the government whistle blower hot line if he or she is working for a government agency or report it to their professional society or legal council if they work in the private sector. As a last resort the engineer could approach a member of the media in order to draw attention to the unsafe or unethical behavior of their coworkers or company.
