Laws are created in the United States by members of the federal and state legislatures.

The areas of the legal system that are the exclusive jurisdiction of the states are matters related to the issues that occur within each state such as contracts, violations of state criminal statutes, state constitutional issues, real estate, insurance, education, corporations, tort liability, divorces, child custody, adoption, and probate.
