to set the minimum level of energy efficiency that is acceptable for the building's systems.

Answer to Question 2

All energy systems along with their controls, whether passive or mechanical, that heat, ventilate, air-condition, or refrigerate the building, all controls for light providing systems, all hot-water systems, and all systems for renewable energy supply.
