In order to build sustainably in terms of the water cycle, what does the author's apartment complex need to do just as the forest had done?

Answer to Question 1

keep water on the land that falls there, and allow it to find its way to the water table.

Answer to Question 2

metabolize nitrogen and turn it into protein, just as the forest had.
