If we survive and decide to become interstellar travelers, we are probably capable of establishing a galactic civilization within a few million years (a time period very short compared to the age of the galaxy). Because our solar system formed some five billion years after the galaxy formed, it therefore seems likely that other civilizations should have evolved and developed interstellar travel long ago and established a galactic civilization of their own. The paradox is that we have not yet had any contact with such civilizations.
