Answer to Question 1

The Moon is closest to the side facing it, so the pull is strongest there. The oceans on that side bulge towards the Moon. The Moon is a little further from the basically solid Earth, so it pulls more on that than on the oceans on the far side. The oceans on the far side are left behind, creating a second bulge there.
