The redshift is caused by the Doppler effect as a result of the galaxy's velocity. Hubble found that when known galactic distances (determined with a standard candle) were plotted with the recessional velocity, all the data fell on a straight line. The slope of this line is Hubble's constant. This allowed him to use a measured redshift (or calculated velocity) to read the distance off the plot, or to use the equation to calculate the distance.
