How can the Doppler Effect be used to determine if a storm is forming into a tornado?

Answer to Question 1

Radar can determine the distance to a storm cloud. Since a tornado rotates (very rapidly) Doppler radar will measure the difference in velocity between the two sides of the storm to determine if it is rotating.
