This is correct. The municipal programs do not cost extra money, as Mayor
Bloomberg of New York had asserted. When the programs were halted on the basis of the
assertion, New York found it gained no extra savings and the recycling programs were
reinstated.

Nations with more than adequate food supplies are often different from the ones
undergoing famines. Because of both natural and economic reasons, the developed
countries have a mechanized agriculture that employs few workers and uses crop lines that
are resistant to pests and receptive to fertilizer application. In Third World countries, the
vagaries of nature are more important for the success of the harvest and the economic
infrastructure less developed.
