Charge must come in specific-sized bundles. Only integer multiples of this smallest amount of charge can be found in Nature.

This statement is correct. The smallest size of charge found in Nature by
experiment (this experiment is known as the Millikan oil drop experiment) is 1.6 x 10-19 C.

Answer to Question 2

We find the rate of heat transfer from
rate of heat transfer = A DT/R = 4.5 m2 x DT/(2.5 m2 C/W).
This allows us to find DT. We have
DT = R x (rate of heat transfer)/A = (2.5 m2 C/W) x (20 J/s)/(4.5 m2) = 11.1 C.
