Yes, it is. The problem is that homeowners underinvest in energy conservation
measures by demanding a too rapid (and unrealistic) payback time.

In general, this is incorrect. Many pollutants build up inside enclosed spaces. Of
course, if a major pollution episode is occurring outside, the inside air can be healthier.
