Answer to Question 1

Not so. There are differences between the first law and second-law efficiencies.
Not every system with the same first-law efficiency must have the same second-law
efficiency.

Answer to Question 2

Absolutely not. The fissile material is not nearly dense enough, at about 4, to
explode. Bomb-quality uranium has > 90 uranium-235.
