Reliability is a prerequisite for validity. Thus, a test may be reliable but not valid. However, a test cannot be valid but not reliable.

Answer to Question 2

Standardization tends to increase a test's reliably. The imposition of standardization procedures tends to reduce and eliminate potential sources of error associated with the administration, scoring, and interpretation of a test.
