ANSWER: In 1995, the U.S. Supreme Court ruled drug testing may be allowed and school officials have reasonable grounds to be concerned with drug use among athletes. Drug testing of students participating in other extracurricular activities is also permitted.

Answer to Question 2

ANSWER: It is a three-tiered system. Trials are held in the first level in the district courts. Appeals are made to the circuit courts (there are twelve regions in the United States, each with its own circuit court). At the third level is the U.S. Supreme Court, which is the final court of appeal.
