Content neutrality (also known as subject-matter neutrality) means that the government, in attempting to regulate speech, is not discriminating against speech based on its content or subject matter. For example, a law that punishes unruly behavior takes no position on the content of speech that might result in a violation of this standard. However, a governmental action that prohibits public displays regarding war, either pro or con, would be an example of a content-based regulation of speech because it targets a specific subject matter for regulation.
