Run a Google search for YOUR STATE NAME, CODE OF REGULATIONS. Make certain it is an official version.

Answer to Question 2

The KeyCite feature on Westlaw will alert you if your regulation has been amended by a recent rule or repealed or superseded (red flag), or that a proposed rule affecting the regulation is available, or that the regulation has been reinstated, corrected or confirmed (yellow flag).
