The incompetent federal response to Hurricane Katrina was due to all of the following EXCEPT
 
  a. Most of the officials at FEMA were well qualified in disaster situations
  b. Resources had been shifted from natural disasters to national security
  c. FEMA was placed under the control of the Department of Homeland Security
