President George W. Bush's proposals for educational reform called for
 
  a. mandatory, nationwide testing of children as a means of determining which schools were teaching effectively.
  b. abolishing the use of standardized tests to determine the success of students and schools.
  c. reducing the involvement of the federal government in education and empowering the states to control their school systems.
  d. abolishing the public school system.
  e. using federal funds to increase teacher salaries.
