Answer to Question 1

The BARS, or behaviorally anchored rating scales, are very compatible with a management-by-objectives program. The BARS program stresses the means to reach the end. Within the program, the behavior necessary to reach the set objective is specified and the employee is evaluated on the extent to which the behavior is displayed.
