Answer to Question 1

In the late 1960s, Congress became increasingly concerned that each year job-related accidents
accounted for more than 14,000 deaths and nearly 2.5 million disabilities. Eventually, these
concerns led to the passage of the Occupational Safety and Health Act (OSHA) in 1970 . The act
was designed to assure so far as possible every working man and woman in the nation safe and
healthful working conditions and to preserve our human resources.

Early clockmakers apparently thought that the IIII balanced out the VIII (used for the number 8) on the clock face and that it just looked better.
