Discuss why it makes a difference in whether the Fourth Amendment applies whether the electronic devices do or do not intercept communication.

Answer to Question 1

It makes a difference in whether the Fourth Amendment applies whether the
electronic devices do or do not intercept communication because the expectation of
privacy is on the words communicated. Devices that intercept communication
violate that expectation. Devices that do not intercept communications, such as
beepers, only track where the suspect is, not what he says.
