The Court means that inmates' constitutional rights exist, but are limited. Inmates
have the same rights as people in the free world, except those rights that can be
denied them based on three justifications: (1) maintaining internal order and
discipline, (2) securing the institution against unauthorized access or escape, and (3)
rehabilitating prisoners. An example of a diminished right is the right to counsel.
Inmates do not have the right to counsel in most disciplinary proceedings within a
prison.
