This trend must be interpreted with caution. While it is possible that the actual number of cases is truly in decline because of the effectiveness of prevention programs, increased prosecution, and public awareness campaigns, declines might be the result of more cases being overlooked because of: (a) increased evidentiary requirements to substantiate cases, (b) increased caseworker caution due to new legal rights for caregivers, and (c) increasing limitations on the types of cases that agencies accept for investigation.
