Answer to Question 1

Answer: Since the 1990s the crime rates have slowly been declining. One theory credits the decline to the get tough on crime approach and smarter policing. Longer prison sentences are keeping the criminals off the streets, and therefore reducing crime. A second theory credits a thriving economy for the reduction of crime. Also a reduction in crime may be attributed to a lower number of adolescents in the crime-prone age bracket. A final theory discussed in the textbook is the reduction of lead poisoning. Students may also discuss other theories, but must have references for them.

Answer to Question 2

Answer: The NCVS interviews individuals from randomly selected households every six months for three years. Respondents are asked if they have been a victim of a crime and to describe the crime. NCVS also includes and asks about crimes that are not included in the UCR. NCVS includes details and information that is not included in UCR. NCVS clearly shows that there is more crime than what UCRs data shows.
