But playing a computer game in which one tries to unlock a system and engaging in computer vandalism are very similar. This could lead to people who otherwise are law-abiding committing serious criminal acts, hackers committing crimes heedlessly, without really considering the consequences or costs, and a break-down of civil society, as citizens and businesses have to invest enormous resources to keep their information and identities safe, and are always wondering if they are vulnerable or if someone has infiltrated their systems.
