 Working together on a common problem
 Identifying common goals
 Steady and consistent communication and information sharing
 Having a shared perception of problems and benchmarks for when problems are solved
 All parties contributing work toward accomplishing shared goals and objectives or solving the problem

Where partnership is really present, the police, residents, and other service agencies are involved in all phases of planning problem resolution. Moreover, a sense of empowerment must also be facilitated in which all parties feel they have equal input into the decisions and commitment of needed resources. Given the host of underlying causes of community problems, the police would not be able to deal with them effectively in the absence of such committed partnerships. Depending on the problem being addressed, police can partner with many different community organizations, such as the following:
