Answer:  The interests of justice may so require it.
 To obtain the effective assistance of counsel.
 To obtain newly discovered evidence.
 The defendant is incompetent to testify at the time of trial.

Answer to Question 2

Answer: Consolidating several charges into one trial saves time and expense by eliminating a separate trial for
each crime. Most state laws permit a series of crimes committed in one jurisdiction to be combined into
one accusatory pleading. Each of the crimes charged in the accusatory pleading is referred to as a count.
Crimes must be of the same general nature to be consolidated.
