Answer to Question 1

You should never use belt dressing on V-belts to attempt to correct a problem with slippage. While belt dressings may temporarily cure a problem, they are detrimental to the life of the belt.

Answer to Question 2

The main advantage of this construction is that the chain conforms well to the shape of the sprocket as it meets it, making it run much more quietly than standard roller chain.
