Why did B.F. Skinner argue positive reinforcement was more effective than punishment?

Skinner argued that positive reinforcement was more effective than punishment because positive reinforcement focuses on what the person (or animal) is doing well, instead of what he or she is not doing well. This is especially true with children, as it is easier to continue doing a desired behavior than it is to learn to behave differently.
