Protonation occurs on the C = O oxygen because delocalization of the charge can occur readily:

No corresponding delocalization can occur if protonation takes place on the singly bonded oxygen

because that oxygen has three sigma bonds and a lone pair and cannot accept another bond.

resonance effect of delocalizing the negative charge in the conjugate base of acetic acid which cannot be
done for ethanol.
