- The training academy: plays an important role in shaping the ethics of this officer; provided that the instructors fulfilled their role, the officer will have strong ethical standards.
- Home life of an officer: going through a divorce can cause undue stress.
- Individual beliefs of an officer: beliefs of an officer can influence their decision of whether or not to take the free meal, depending on their upbringing.
- Citizens: pressure to fit in the community may influence their decision to accept a free meal or emphasize the importance of not accepting gratuities.
