Vicinage is most accurately defined as:
 
  a. Contrasting jurisdiction over the same cybercrime offense that allows multiple jurisdictions to prosecute
  b. Parallel jurisdiction over the same high tech crime offense that allows multiple courts to prosecute and it's NOT considered double jeopardy

  d. A fancy word that is difficult to pronounce and frankly, I have no idea what it means
