Sometimes we talk about how something we do sends a message. When considering diffusion, this may literally happen. If someone gets arrested in a saturated test zone and talks about it to friends, they may not know just how far reaching the extra patrol is assigned. It may cause criminals to move their activity further away in order to avoid any extra patrol or cease criminal activity for a period of time.
