Answer to Question 1

The U.S. Northern Command (NORTHCOM) has a wide role in protecting the national security of the United States. It is responsible for directing the entire North American Aerospace Defense Commandsecuring land, air, and sea approaches to all 48 continental United States, Alaska, Hawaii, Canada, and Mexico. In addition, NORTHCOM directs the U.S. Department of Defense's homeland security efforts and the planning, organizing, and execution of military support to civil authorities. During an emergency, disaster, or terrorist attack, NORTHCOM is responsible for accurately identifying and quickly deploying to civilian agencies the right mix of Department of Defense assets to address the specific incident, whether natural or manmade. Because these activities do not involved law enforcement duties, such assistance does not violate the Posse Comitatus Act.
