Characteristics include: wearing uniforms, using rank designations, adopting a hierarchical command structure, acquiring legal authority (use of weapons and force). It is thought to be incompatible due to being: excessively rigid (controlled by micromanaging bureaucrats), autocratic, secretive, intellectually and creatively constraining, and highly resistant to any initiative that will allow employee participation in the decision-making processes.
