Answer to Question 1

ANSWER: If other children had not put puzzles back together again, then the teacher should have done so. The materials were not complete and ready to use. Alternatively, once a teacher noticed Nathaniels problem, she could have approached and assisted him in sorting out which pieces went to each puzzle before he started.
