4. Collaborate closely with health community to identify potential disabilities
5. Focus on early intervention strategies to prevent problems from becoming delays6. Provide support for families of children with disabilities

Answer to Question 2

ANSWER: Special needs focuses on what children are not able to do; their limitations or what they need, oftentimes to the exclusion of their strengths and abilities. Special rights is a strength based model in which all children have rights, including disabled children who have special educational rights.
