Kansas demonstrated the limitations on popular sovereignty. The concept assumes that both sides are willing to bow to the will of the majority and abide by the political process. Proslavery settlers gained political power as a result of fraudulent votes and passed a slave code calculated to drive their opponents out of the territory. As the situation became increasingly polarized, the antislavery faction refused to abide by the recognized political process and created an alternative government and constitution, and violence soon followed. The inability of political democracy and the existing political structures to contain sectional differences clearly foreshadowed events in 1861.
