Better students will explain that white settlement of lands would inevitably replace Indian occupation while the national government claimed supreme authority in Indian affairs. But under Andrew Jackson, the federal government refused to protect tribes from hostile and aggressive whites and state governments. Federal acquiescence to state policy forced tribes to accept removal policy. Reflecting this condition was a shift from Adams's accommodation policy to Jackson's belief that savage Indian cultures were incompatible with white American civilization.
