1. Hoover's ideas were more progressive as he was more interested in the rights of African Americans.
2. They were more progressive in that he actually did want to help the poor, even though he did not want the government to do it.
3. They were more progressive in that he did create some government aid, like the Reconstruction Finance Corporation.
4. Hoover failed because he did not realize the scope of the problem, and the actions he took were not adequate.
