Based on a Toronto Star investigative journalism (1998 ) report on mental health reform, the following was recommended
 
  a) Community treatment orders should be utilized more extensively
  b) Less expensive first generation medication for schizophrenia should be more available
  c) The mentally ill should be diverted from the criminal justice system
  d) There should be a reduction of costly boarding homes, group homes and supportive housing units
