Delegates drafted the U.S. Constitution to replace the Articles of Confederation.

Congress authorized the colonies to send delegates to Philadelphia to work on improving the Articles of Confederation.  But, the delegates felt the Articles were so weak and flawed it would be better to start all over.  So, they did and the result was the Constitution.
