The upper and lower control limits are statistically chosen such that there is a high probability that the sample statistics (mean, range, or proportion) will fall randomly within the limits if the process is in statistical process control. The upper and lower specifications are the limits of what is permissible for that particular output, the tolerance surrounding a nominal specification.
