Answer to Question 1

When the FLRA determines that an unfair labor practice has occurred, an appropriate remedy could include (a) an order to cease and desist, (b) a requirement to renegotiate with retroactive effect, or (c) the reinstatement of an employee with back pay. The statute also authorizes the award of attorneys' fees in certain unfair labor practice and grievance cases where an employee has suffered an unwarranted or unjustified personnel action resulting in the loss of all or part of the employee's pay.
