Answer to Question 1

The effect of revocation of PATCO's exclusive recognition status was that it decertified the union, and the employer, the federal government, was relieved from all the obligations of the Federal Service Labor-Management Relations Statute as it related to the decertified union. As a result, PATCO went out of business. The NLRB has no comparable right to decertify a union for committing unfair labor practices.
